I already reached my 200 limit on starters. Someone dropped David Robertson RP NYY so I wanted to know if I should pick him up and drop one of the following:

Kenley Jansen, LAD RP
Zach Britton, Bal SP, RP
Rafael Soriano, Wsh RP
Eric O’Flaherty, Oak RP
Dellin Betances, NYY RP
Wade Davis, KC SP, RP
Brad Boxberger, TB RP

I am thinking of dropping Soriano since he has the least amount of K’s, but wondered if this the right way of looking at this.

Yes, absolutely pick up Robertson! Very tough call on who to drop as your non-save guys offer excellent ratios. Where you stand in saves would play a role in the decision but generally speaking, solid (even if not elite) closers carry more fantasy value than elite setup guys, so I’d probably hold onto Soriano. Would actually lean towards dropping O’Flaherty, as he’s missed so much time this year and isn’t 100% guaranteed the closer job going forward. This is a very good problem to have though.
